Insides Terafab: Musk’s $16.8 Billion Venture to Construct the Biggest Semiconductor Plant in the World Located in Texas

Both Tesla and SpaceX have announced an enormous semiconductor plant located in rural Grimes County, Texas; it is so enormous that it will require ten Gigafactories to make up for the space required by Terafab. However, despite the sheer size and other aspects of the project, its cost has already changed two times.

Announcement

A ugust 6th, 2026 will become the day when Tesla and SpaceX will confirm that "Terafab," the advanced semiconductor factory under development by both companies will be constructed in rural Grimes County, Texas, not far from the city of Houston. According to the representatives of the companies, the initial investments required will amount to $16.8 billion, and the project will take about 100 million square feet.

The Governor of Texas Greg Abbott has made the official announcement, calling the project a landmark achievement of the state.

The construction of the first phase of the project will include investments of more than $16.8 billion and 3,000 new jobs in addition to $30 million in the Texas Enterprise Fund grant to SpaceX.

The Fact of the Matter

It bears repeating: Terafab will be no typical chip factory. The project envisions an advanced semiconductors megafactory, vertical in the integration of its functions — from fabrication of logic chips to the manufacture of memory chips, to advanced packaging and testing all in one roof — something that most fabs in the world distribute among a number of facilities.

The facility will grow into one of the largest manufacturing campuses worldwide, bringing design, logic chips, memory and advanced packaging onto one 100 million square foot roof. By way of comparison: that is close to 10 times the size of Tesla's current Gigafactory in Austin.

Chips coming out of Terafab will not be vanilla silicon chips: SpaceX has characterized the project as making chips for edge computing and inference to be used in hardware ranging from the company's Optimus robot, Tesla's Cybercab, and other devices like SpaceX data centers in space.

Musk himself has positioned the entire endeavor as a means of preventing a "compute crunch" that he thinks is imminent with the growing ubiquity of AI, robotics, and autonomous systems.

Numbers

A matter of money, jobs, and a moving figure. A recent regulatory filing from early May had set SpaceX's initial planned investment as high as $55 billion for the first phase, with figures provided by the county themselves putting the whole cost at up to $119 billion for all phases combined. Meaning that this Thursday's revealed figure is only one third of the figure previously submitted by SpaceX itself within a few months prior.

The reality on the ground in Grimes County, meanwhile, has been well over a year in the making.

County commissioners approved a reinvestment zone early last month, and SpaceX made a nonrefundable payment to the county of $10 million before the deadline stipulated by their tax break deal.

Jobs have remained the key selling point for local authorities, with SpaceX offering 3,000 long-term jobs in phase one alone, including roles across janitorial services, food prep and services, security up through semiconductor fab engineering, in addition to temporary jobs in the course of construction.

For the chairman of Grimes County, it represents a milestone event for the area: “Connecting a company like SpaceX to an industrial site in Grimes County is all the sense in the world,” explained County Judge Joe Fauth III.

Partnerships, Precursors and Personalities Driving It

It’s safe to say Terafab’s journey begins in early 2026. Musk previewed plans for Terafab for the first time in early 2026. He unveiled the concept of the project on March 21, 2026, via a presentation at the derelict Seaholm Power Plant in Austin, TX, accompanied by a live stream and a rendering of the prototype of a satellite chip design.

In the wake of this initial reveal, however, Terafab has gained real industry traction. Intel became the first company to sign on to become Terafab’s foundry partner on April 7, 2026, pledging the use of its advanced 14A process node – effectively making Terafab competition for industry incumbents such as TSMC and Samsung. Tesla added manufacturing heft of its own as well.

Tesla hired Gary Jiang, an Intel veteran with more than 18 years of experience and most recently the head of the 18A factory ramp at Intel Arizona, in June as the director of Terafab operations – a move that has been widely interpreted as Tesla’s indication that the project would be a reality and not just another announcement.
A precursor site has also broken ground already: In April, Tesla initiated the construction of its research fab in the North Campus portion of its current Giga Texas site, referred to by the companies now as its Terafab precursor facility.

Skepticism Persists

But skepticism remains about Terafab. Some analysts have argued that the project started out as a collaboration among Tesla, SpaceX, and xAI, but when the deal was officially announced last week, both the other partners mentioned were Musk's companies.

That massive production goal is not normal either, being expressed in such abstract language as "terawatts of compute" rather than with the more usual term for computing performance. It is possible, therefore, that it doesn't mean what it seems to mean.

Analysts who have looked at the deal so far have also pointed out just how much there remains to be done.

As one analysis has explained it, there isn't actually a fab built anywhere on the Texas site; all that exists so far is a place to build it and some agreements about tax policy, as well as a partnership with Intel and a preliminary facility that has seen its goal revised twice in a month.

Summary

At the very least, however, Terafab does seem to be a real project, which is why there are details about it. The land is secured, the tax benefits are set down, and soon construction workers will begin work in Grimes County.

Whether Terafab ends up as the computer powerhouse that Musk envisions and which can provide the silicon for Musk's robot helpers as well as autonomous vehicles and orbital data centers will be determined by execution as well as announcement, though it is known for now that the commitment is for $16.8 billion, 3,000 jobs, and a 100-million-square-foot project.
